一 |     全程网办为主 线下帮办为辅     　　九省区将实现高频不动产登记业务“跨省通办”                              　　日前，辽宁省自然资源厅与吉林省、黑龙江省、河南省、湖北省、湖南省、广东省、广西壮族自治区、海南省八省（自治区）自然资源主管部门联合签订《不动产登记“跨省通办”合作框架协议书》，提出2026年年底前，九省（自治区）应充分应用互联网、区块链、大数据等技术手段，集成应用网上“一窗办事”平台，基本实现高频不动产登记业务“跨省通办”。         　　建立以全程网办为主、线下帮办为辅的不动产登记“跨省通办”服务机制，是九个合作省（自治区）自然资源部门打造升级版不动产政务服务体系的积极探索，是进一步优化营商环境的具体举措，旨在持续提升不动产登记便利度。    (ECNS) -- Henan Province has introduced measures to encourage employees to take paid annual leave, aiming to make paid leave easier to take while boosting tourism and consumption.    A notice jointly issued by six provincial departments requires government officials in leadership positions to set an example in using their leave and calls for employees to take their full annual leave entitlement.    Employers unable to arrange leave due to work needs must pay compensation equal to 300% of daily wages for unused days.     The policy applies to all employees with more than 12 months of continuous service, giving priority to those with special needs, including pregnant or breastfeeding women, caregivers of elderly relatives, parents of minors and migrant workers living away from home.    The notice also encourages combining annual leave with weekends, public holidays and school vacations to create longer breaks of three to seven days. Employers may introduce flexible summer schedules, such as allowing staff to leave early on Friday afternoons, to facilitate short trips.        （By Helen Mo, intern Liu Shuangjing）                    。

二 | 九省（自治区）自然资源部门将强化信息互通共享、升级改造网办系统、加强数据安全防护，更好满足各类经营主体、人民群众市场交易和抵押融资需求。         　　本次框架协议的签订有效期为两年，包含“异地帮办，属地办理”“异地代收，属地办理”两种合作方式。首批“跨省通办”事项清单聚焦企业群众申请办理高频事项，包括转移、变更、抵押、预告、查询5种登记类型，增量房转移登记、个人间存量房转移登记、房屋门牌地址变更登记、抵押权首次登记、预购商品房预告登记、不动产登记信息查询等13个业务细类，后续逐步覆盖国有土地上房屋全部登记业务。         　　下一步，省自然资源厅将指导各市不动产登记中心增设跨省通办窗口，同步推动沈阳、大连等重点城市，与其他八省（自治区）省会（首府）城市、计划单列市等深入开展合作，拓展业务范围。                   责任编辑：刘春阳。
